What is the critical first step in BCP

A critical first step in disaster recovery and contingency plannig is which of

1.Complete a business impact analysis
2. Organize and create relevant documentation.


I believe the fist step is Project Management and initiation which includes the organizing member and preparing doc. But the answer is 1.

Usually there are four possible answers to a question and the answer you are to pick is the best of the four. I'd have to say that from what you posted, # 1 is the "best" answer.
