No, not in production. It is used to make your router a dumb host. For example, all those host icons you see in all my figures are really just old, little routers that I type no ip routing on and put a default-gateway and now they are just little PC's that I can telnet and ping to. Works great in non-production envirnments.
What that said, yes, you can use it in production envirnements. 15 years ago I use to turn off IP routing because we were doing only IPX and appleTalk and didn't have IP hosts. Really. And I can see where we'll turn off IP routing when we have only IPv6.
Okay, with both of those said, I love the command! Instead of having to have a boat load of PC's sitting around for diagnostic purposes and to write my book with, I just use some really old 1005 tiny routers that I use as hosts by using the no ip routing command.

Or if you want the router to act as a bridge.
I read that it is in the current IOS, but it is a legacy cmd.
