Layer 3

We can easy find the UP and Down status at layer 1 and layer 2 ,what is the best way to find if Layer 3 is UP?

There are a few lines in the "show interface" command that will tell you that layer 3 traffic is being passed. "txload" and "rxload" numbers greater than 1/255 mean that traffic is flowing. The problem with that is that 1/255 doesn't mean that layer 3 is down. Also the input and output rate data will show traffic flow indicating whether layer 3 is up or down.
