I believe the publisher numbered each line instead of allowing for answers that were more than one line which made it appear to have 18 questions.

Yes, you are correct. I hate that when they do that. It just seems to me that the person laying out the text doesn't care enought to notice something that obvious. You don't have to be technical to see you have more then 10 questions, but only 10 answers.
