Frame relay and VPNs

hiii
m really confused with the vpn concepts and frame relay.....
why we use frame-relay if we have vpn that are secured by ipsec ....and now with the help of GRE tunnel we can advertise our route through i.s.p...so y we use frame relay ???

For SMB's VPN's (Ipsec or other) is a god send for secure L2L routing.
