Well I am simulating the network with packet tracer 5.1.....if the echo request was blocked I wouldn't be able to ping the same devices on the same LANs...does anyone know how to emulate the ISP on this software??

Have you configured RIP correctly? Can you ping from one router to it's neighbour using the same link interfaces? If so, can you ping from the LAN interface to the neighbour router? Extended ping can really help troubleshooting here.

I must not have the right cables..I am using a Serial DCE connection between the 2 routers and that should emulate my WAN connection correct?? I have rip configured but when I use the command Show ip route...no rip routes are advertised.....and for my default gateways for my devices on the LANs have the IP address of the fast ethernet port on the router..what am I missing?

Check the cable and if this is in a Lab environment don't forget to give clock rate on DCE end.

make sure RIP is properly configured if they discontigious networks then no auto-summary command must be enabled under RIPv2.

Okay...I have 10.0.0.0 for my WAN connections between my routers...and 192.168.0.0 for my LANs......I enabled RIPv2 with these....router rip....network 10.0.0.0....network 192.168.0.0......ver 2......no auto summary......and i have clock rate 1000000 on the DCE end.....what am I missing??

You can post the whole PT file, just change the file extension from .pkt to .txt first.
