So CISSP is supposedly an international exam, but if so then why literally all sources (Shon's AIO, ISC Official Guide, quizes here etc) have specific references to US laws?

I dont feel so. All the book lists different laws to get you a better understanding what different Govt's are doing to protect the data/people/resources but from the examination point of view, country specific laws are not necessary, IMHO. The books do mention that as well.
