For the purpose of CISSP exam, which layer do the below protocols reside, I've received conflicting information some multiple sources ....

SSH
IKE
ARP and RARP

Internet Key Exchange (IKE) and SSH are both Application Layer (Layer 7) protocols and ARP/RARP are Data Link Layer (Layer 2) protocols. For network questions the best place I could turn you to would be the Cisco.com knowledge base. A lot of information about IPSec, firewalls, and VPN is in there as well.
