Is there way to build a cheap frame relay switch with DB25 cabling instead of DB60? I know the cheap popular route is to get a 2610 with a NM-8a/s card.
Is there a way to build a similar setup with wic-2ts?

You could built a FR switch with 2 WIC's and just use sub-interfaces etc or you could get a Cisco 2522.

OK great. This is all new to me and trying to sort it all out.
I will have five routers and it sounds like I will need 3 wic-2ts and populate a 2522 with it. Then, set up the wics accordingly. Does this sound right?

Depend on what you wish to achieve mate - post a diagram (visio) of what you want you end lab to look like.

Eventually, I am looking to emulate something close to this if not exactly. I am also looking to add voice (and or CCNP) to this setup after I pass the CCNA.
I am guessing you have seen this site. If you scroll down to the bottom, you will see the list of gear. For the frame relay switch. He has a 2910 with a nm-8a/s. I would like to use DB25 instead if this at all possible. I have some of the cables and wic-2ts already and don't want double on gear.
If it is too much to deal with, I will stick with the 2910 with a nm-8a/s setup.

I just realized I have been using the wrong cable type during this entire conversation! Sheesh, all part of the learning process I guess. I don't want DB25 it is a smart serial cable that goes with a WIC-2T and what I would like to run throughout the lab I am building.
I am looking to build something similar to the setup from the link below. I would like to run WIC-2T with all smart serial cabling if possible.
