Default broadcast over switch and router

how do router and switch behave when they receive a packet with address 255.255.255.255 network layer address?

do they forward to active ports or discard the packet?

    Default

by default router will drop the packet,
switch always floods three type of address :
    1. broadcast address
    2. multicast address
    3. unknown destination unicast address
as u know 255.255.255.255 is abroadcast address it wiil forward the frame out all of its ports except the port that received the frame.
