Default broadcast over switch and router

how do router and switch behave when they receive a packet with address network layer address?

do they forward to active ports or discard the packet?

by default router will drop the packet,
switch always floods three type of address :
    1. broadcast address
    2. multicast address
    3. unknown destination unicast address
as u know is abroadcast address it wiil forward the frame out all of its ports except the port that received the frame.
