In the Seventh Edition of the book, author has clarified it
As I already mentioned, since the two hosts are on a local LAN, Windows (Bob) will just broadcast to resolve the name Sally (the destination 192.168.0.255 is a broadcast address) and Sally will let Bob know her address is 192.168.0.3 (analyzer output not shown).
