If money is tight and you want to be able to expand easily, have you thought of using an emulator? GNS3/Dynamips is a great asset for labbing and exam prep, and allows you to build the network topologies used in the actual exams really easily. I haven't even set up my physical routers for CCNP ROUTE prep - GNS3 is all that I have needed.
