Default DHCP and GARP

For a Cisco router where DHCP is enabled, how is IP address conflict resolution handled? If both GARP and ping modes of IP conflict detection are enabled, does the result by one method have priority over the other?

How does the DHCP server handle the situation when IP address conflict is detected? My understanding is that the DHCP server will take the address out of the pool until the admin clears it. Am I correct?

Also, is IP address conflict detection enabled by default?
